Abstract:
This image encoding device 10 is provided with: a quad tree partition flag encoding unit 11 which entropy encodes a flag indicating whether or not to partition a block on the basis of a quad tree structure; a skip flag encoding unit 12 which entropy encodes a skip flag in a quad tree terminal node; a binary tree information encoding unit 13 which entropy encodes a flag indicating whether or not to partition a block in a quad tree terminal node on the basis of a binary tree structure and a horizontal/vertical partition direction flag indicating the partition direction; and a size multiplexing unit 14 which multiplexes, into a bit stream, information indicating the minimum size of a partition based on a binary tree structure. When a node of a size equal to a minimum size is further partitioned on the basis of a binary tree structure, the binary tree information encoding unit 13 does not entropy encode a horizontal/vertical partition direction flag in the node.
