In the present invention, in a Z-axis update processing step S1, if a CPU 111 determines, on the basis of a Z-axis table 116, that a lifting/lowering operation is not functioning and that lifting/lowering is not possible on an assigned Z-axis (S1: NO), then in step S11 lifting/lowering is performed on a Z-axis differing from the assigned Z-axis. A mounting machine 16 can continue a mounting operation by using the Z-axis differing from the assigned Z-axis.
