Abstract:
A predictive value generation unit (intra prediction unit 14 or inter prediction unit 15) generates a predictive value of a color component in each block within a picture by employing either one of: a first prediction mode for generating the predictive value of the color component by a linear model by employing a decoded pixel value of a luminance component; and a second prediction mode for generating the predictive value of the color component without employing a decoded pixel value of a luminance signal. A subtractor (2) generates a predictive residual by subtracting the predictive value from the color component in an original image. An orthogonal transformation unit (3) generates an orthogonal transformation coefficient by orthogonally transforming the predictive residual. When the predictive value generation unit selects the first prediction mode to generate the predictive value of the color component, a quantization unit (4) quantizes the orthogonal transformation coefficient by setting a quantization value of the color component in a reference target higher compared to the color component in a reference source.
