A page turning method and a page turning device for a book and an archive. The device comprises a base plate and two cover supporting plates (7), the two cover supporting plates being hinged to the base plate by means of different hinges (4) respectively; each of the cover supporting plates is connected to a turning section. The page turning method is implemented by means of the page turning device. The steps of the method are: S1. supporting the spine of a book or an archive downward in the page turning device, different covers of the book or the archive being supported by different cover supporting plates; S2. Driving, by means of different turning sections, different cover supporting plates to perform reciprocating motion with the hinging shaft on the corresponding hinge as the rotation axis. The method and the device can avoid the damage of book pages during the turning of pages and avoid the need for cumbersome manual page turning, and have higher efficiency of page turning processing.
