(EN)Provided is a technology for highly reliable and low delay transmission of data that is to be transmitted without receipt of transmission permission. One embodiment of the present invention relates to a transmitter that has: a resource determination unit that determines, in response to the occurrence of a transmission event for information of a prescribed type, whether a first type of resource has been allocated; and a transmission unit that, when the first type of resource has been allocated, uses the first type of resource to transmit the prescribed type of information to a receiver without receiving transmission permission.
