(EN)A light distribution control element (1) is provided with: a translucent first substrate (10); a translucent second substrate (20) disposed so as to face the first substrate (10); a first transparent conductive film (30) disposed on the second substrate (20) side of the first substrate (10); a second transparent conductive film (40) disposed on the first substrate (10) side of the second substrate (20); a liquid crystal layer (50) disposed between the first transparent conductive film (30) and the second transparent conductive film (40), the liquid crystal layer (50) comprising a liquid crystal including rod-shaped liquid crystal molecules (51); and a sealing member (60) disposed between the first substrate (10) and the second substrate (20), the sealing member (60) sealing the liquid crystal layer (50). The sealing member (60) is formed in a lattice shape when the first substrate (10) is viewed in plan view. The refractive index of the sealing member (60) and the refractive index of the liquid crystal molecules (51) in the short axis direction are substantially equal.
