The voice communication device is integrated with different modes of telephone interfaces, the telephone interfaces comprising a network telephone interface, a loop telephone interface, and/or a fixed-line telephone interface. The method comprises the following steps: acquiring a current telephone call-out mode when a telephone call-out instruction is received; generating a calling data packet according to a call-out number corresponding to the current telephone call-out mode and a called number corresponding to a telephone calling instruction; and outputting the calling data packet by adopting a telephone interface corresponding to the current telephone call-out mode. Also disclosed is a voice communication device. According to the present invention, a voice communication device is compatible with communication functions such as fixed-line telephone communication, network telephone communication, and loop telephone communication.
