A first projection light source radiates 905 nm near-infrared light, which has the characteristic of not being readily absorbed by moisture, as reference light toward leaves of a plant. A second projection light source radiates 1550 nm near-infrared light, which has the characteristic of being readily absorbed by moisture, as measuring light toward the leaves of the plant. A threshold setting/moisture index detection processing unit calculates a moisture index for one leaf, which is the sum of reflection intensity ratios ΣLn (I905/I1550). A control unit displays on a UI screen of a monitor a graph representing the total moisture content in the leaves and a pixel average value thereof, as time-series transitions in the moisture content contained in the plant leaves from the start of a measuring period. A white background plate covering the rear surface of the plant leaf, as seen from the first projection light source and the second projection light source, is arranged on the plant leaf.
