A patch layer cutting device capable of eliminating static electricity and particulate matters on the surface of a patch layer of a copper-indium-gallium-selenium (CIGS) battery comprises a put-away roll (1), three tension adjustment wheels (2, 5, 11), three driving rollers (3, 6, 7), a patch layer cutting roll knife (8), a cutting roller (9), two layered patch layer driving rollers (12, 13), and two take-up rolls (14, 15), two static eliminator ionic wind bars being respectively arranged at the front and the back of the patch layer of the CIGS battery on a transmission path formed by the patch layer cutting roll knife and the tension adjustment wheels, and the length directions of the ionic wind bars being vertical to the movement direction of the patch layer. The device effectively reduces and eliminates static electricity and particulate matters on the cut surface of a patch layer, thereby thoroughly eliminating the badness of a battery due to the fact that the static electricity and the particulate matters on the surface of the patch layer exceed the standard, and the like.
