The objective of the present invention is to provide a thermoelectric power generation element which does not require a temperature gradient, and a thermoelectric power generation system in which said thermoelectric power generation element is used. The present invention can solve the above problem by means of a thermoelectric power generation element characterized in that: a first layer comprising a thermoelectric power conversion material that generates thermally excited electrons and holes, and a second layer comprising an electrolyte solution or a solid electrolyte in which a pair of charge transport ions can move are laminated; the valence band potential of the thermoelectric power conversion material which generates thermally excited electrons and holes inside the first layer is more positive than the oxidation-reduction potential of the pair of charge transport ions inside the second layer; and the more easily oxidized among the ions undergoes an oxidation reaction at the boundary of the first layer and the second layer.
