If a system is configured such that ground security devices are eliminated and the information required for control is circulated among trains and points in order to reduce costs, the time required for circulating a telegram increases with the increasing number of trains and points. This results in a delay in updating the control of points and the permission for trains to travel, and causes the problem of an increase in the distance between the trains. Control information is stored on a data server, and, in the updating of control information, points and trains update the control information on the data server. The points and the trains also refer to the control information on the data server where necessary. Furthermore, in order to eliminate write conflicts in the updating of control information, a region where a write request for each device can be established is created on the data server. In writing, write conflicts are avoided by ensuring that there is no write request of another device, and then performing the writing. Thus, each device is capable of updating and referring to control information at an optional timing without waiting for a telegram circular, thereby allowing accelerated updating of control information.
