Provided is a system for formulating an operation plan for a power generation facility and a method for formulating an operation plan for a power generation facility, configured so that it is possible to formulate a highly profitable operation plan. A system and method for formulating an operation plan for a power generation facility with which it is possible to execute any of a power-selling operation mode, a no-load operation mode, and a stop mode, wherein: the expected power-selling price and the power generation cost are compared and it is determined whether the expected power-selling price is higher than the power generation cost; on the basis of the result of the determination, loss indices are calculated for the power-selling operation mode, the no-load operation mode, and the stop mode for the loss period during which the expected power-selling price is at or lower than the power generation cost using formula (1) shown below; and the operation mode having the lowest loss index is selected, whereby the operation plan is formulated. Loss index = power-selling loss + maintenance loss + operation loss not contributing to power-selling (1)

L'invention concerne un système de formulation d'un plan d'exploitation pour une installation de production d'énergie et un procédé de formulation d'un plan d'exploitation pour une installation de production d'énergie, configurés de manière qu'il soit possible de formuler un plan d'exploitation très rentable. Un système et un procédé de formulation d'un plan d'exploitation pour une installation de production d'énergie avec laquelle il est possible d'exécuter un mode quelconque parmi un mode de fonctionnement avec vente d'énergie, un mode de fonctionnement à vide et un mode d'arrêt sont décrits, dans lesquels : le prix de vente d'énergie attendu et le coût de production d'énergie sont comparés et il est déterminé si le prix de vente d'énergie attendu est supérieur au coût de production d'énergie ; sur la base du résultat de la détermination, des indices de perte sont calculés pour le mode de fonctionnement avec vente d'énergie, le mode de fonctionnement à vide et le mode d'arrêt pour une période de perte pendant laquelle le prix de vente d'énergie attendu est inférieur ou égal au coût de production d'énergie, à l'aide de la formule (1) présentée ci-dessous ; et le mode de fonctionnement ayant le plus faible indice de perte est sélectionné, moyennant quoi le plan d'exploitation est formulé.
