(EN)The present invention relates to a block division encoding system for compressing a moving image and a still image. A block encoding system using a bit rate-distortion ratio according to an aspect of the present invention comprises: an initialization unit for setting parameters related to a criterion for determining the importance of a list item and a criterion on whether to perform encoding; an LIP alignment unit for calculating an expected bit rate-distortion ratio value, which is acquired when encoding the importance of coefficients included in a list, and encoding the list coefficient according to the calculation; an LIB alignment unit for calculating an expected bit rate-distortion ratio value when encoding the importance of a block included in the list, and encoding the block according to the calculation; an LSP refinement unit for encoding a refinement bit for coefficients which are determined to be important as a result of the execution of the LIP alignment unit and the LIB alignment unit; and an entropy encoding unit for entropy-encoding the importance of the coefficients, a code, the importance of the block, and the refinement bit, using an adaptive arithmetic coder.
(FR)La présente invention concerne un système de codage par division de bloc pour compresser une image mobile et une image fixe. Un système de codage de bloc utilisant un rapport de distorsion de débit binaire selon un aspect de la présente invention comprend : une unité d'initialisation pour régler des paramètres associés à un critère pour déterminer l'importance d'un élément de liste et à un critère sur le point de savoir s'il faut ou non réaliser un codage; une unité d'alignement de LIP pour calculer une valeur de rapport de distorsion de débit binaire attendue, qui est acquise lors du codage de l'importance de coefficients inclus dans une liste, et coder le coefficient de liste selon le calcul; une unité d'alignement de LIB pour calculer une valeur de rapport de distorsion de débit binaire attendue lors du codage de l'importance d'un bloc inclus dans la liste, et coder le bloc selon le calcul; une unité d'affinement de LSP pour coder un bit d'affinement pour des coefficients qui sont déterminés comme étant importants en conséquence de l'exécution de l'unité d'alignement de LIP et de l'unité d'alignement de LIB; et une unité de codage entropique pour coder, par codage entropique, l'importance des coefficients, un code, l'importance du bloc et le bit d'affinement, à l'aide d'un codeur arithmétique adaptatif.
