A surface-modified metal oxide particle dispersion liquid which is obtained by dispersing surface-modified metal oxide particles, each of which has a hydrosilyl group, a hydrophobic functional group and a silanol group on the surface of a metal oxide particle, in a dispersion medium such that the ratio of the hydrosilyl groups to the silanol groups is from 5:95 to 50:50 (inclusive); and the like.
