A method and apparatus in an e NodeB (31) for controlling handover of a User Equipment, UE, (11) operating near a cell edge of a serving cell. The apparatus determines whether the UE has a Quality of Service, Qo S, Class Identifier, QCI, level defined for utilizing a Channel Quality Indication, CQI, Threshold parameter (12) that is set at a level greater than a CQI handover level (a5) used to initiate handover of the UE to a neighbor cell. If not, the normal CQI handover level (a5) is utilized. If so, the apparatus monitors UE CQI reports to determine when the CQI of the UE, UEcqi, in the serving cell is lower than the CQI Threshold (12) and greater than the CQI handover level (a5). When this condition is met, the apparatus forces a handover of the UE from the serving cell to the neighbor cell. The CQI Threshold parameter (12) may be set at a level that also ensures the UEcqi for the serving cell is lower than the UEcqi for the neighbor cell when the forced handover is performed.
