A centralized node collects and stores radio access network (RAN) user plane congestion information (RCI) that is reported from the RAN to a core network. The centralized node provides a congestion information collection function (CICF) and includes one or more interface to communicate with a mobility management entity (MME) and/or a serving general packet radio service (GPRS) support node (SGSN). The MME and/or SGSN allows the centralized node to determine user equipments (UEs) and associated access point name (APNs) impacted by RAN congestion. The centralized node reports the RCI to a policy and charging rules function (PCRF) associated with the APNs for congestion mitigation.

L'invention concerne un nœud centralisé qui collecte et stocke des informations de congestion au niveau d'un plan utilisateur (RCI) dans un réseau d'accès radio (RAN), ces informations étant rapportées du RAN à un réseau central. Le nœud centralisé fournit une fonction de collecte d'informations de congestion (CICF) et comprend au moins une interface pour communiquer avec une entité de gestion de mobilité (MME) et/ou un noeud de support du service général de radiocommunication en mode paquet (GPRS) de desserte (SGSN). La MME et/ou le SGSN permet au noeud centralisé de déterminer des équipements utilisateurs (EU) et un nom de point d'accès (APN) associé touchés par la congestion de RAN. Le nœud centralisé rapporte les RCI à une fonction de règles de politique et de taxation associée aux APN en vue d'atténuer la congestion.
