Based on a proposed method, the UE can initiate a certain timer in order not to allow non-emergency calls when warning notification is given in a certain area. In particular, the UE can receive a paging message including warning indication from a network, and starting a delay timer upon receiving the paging message if the UE belongs to a delay-tolerant category. The UE performs a random access procedure after the delay timer is expired. Namely, the UE that receives the paging message for warning, such as the ETWS and CMAS, immediately check whether it belongs to a certain category proposed by this document to trigger a delay timer to wait for a certain period of time until it attempt the call initiation procedure.

Sur la base d'un procédé proposé, l'UE peut initier un certain temporisateur afin de ne pas permettre les appels non urgents quand une notification d'avertissement est donnée dans une certaine zone. En particulier, l'UE peut recevoir un message par radiomessagerie comprenant une indication d'avertissement d'un réseau, et en démarrant un temporisateur de retard à réception du message par radiomessagerie si l'UE appartient à une catégorie tolérant les retards. L'UE effectue une procédure d'accès direct après expiration du temporisateur de retard. C'est-à-dire que l'UE qui reçoit le message par radiomessagerie pour l'avertissement, par exemple l'ETWS et le CMAS, vérifie immédiatement s'il appartient à une certaine catégorie proposée pour déclencher un temporisateur de retard pour attendre une certaine période jusqu'à ce qu'il tente la procédure d'initiation d'appel.
