The present invention has: an information collection unit (10) which obtains status information on organic EL panels being used in the market; An information processing unit (20), which processes and stores information about reusable parts, components and materials of the organic EL panel, as collection/ recycling information; a collection/ recycling forecasting unit (30), which forecasts the time and quantity for when reusable parts, components and materials, of which status information is obtained by the information collection unit (10) on the basis of collection/ recycling information stored in the information processing unit (10), will enter into a recycling process; and a production plan configuring unit (40), which configures a production plan for a recycled organic EL panel that uses reusable parts, components, and material, on the basis of the time and quantity forecasted in the collection/ recycling forecasting unit (30).
