A steel sheet containing, by mass%, 0.01-0.18% C, 0.4-2.0% Si, 1.0-3.0% Mn, 0.001-1.0% Al, 0.005-0.060% P, and S≤0.01%, the remainder comprising Fe and unavoidable impurities, is continuously annealed, during which in a heating process, the temperature range of the heating furnace temperature of A°C to B°C inclusive (A: 600≤A≤780; and B: 800≤B≤900) has a dew point of the ambient atmosphere of at least -10°C.
