A play is formed between the cam (710) and the clutch plate (720) of the lock mechanism (700) during the control. The play thus formed is reduced gradually based on the initial value of the play when the clutch plate (720) is touched to a frictional portion (733), and the amount (G) of play eliminated such that the phase control of the cam (710) will not cause torque shock at the time of eliminating a play.
