It is judged whether or not a processing subject block includes an edge in accordance with an edge detection result of the processing subject block.  In the case where the edge is included, the detection of a flat portion is carried out.  It is judged whether or not the processing subject block includes the flat portion in accordance with a flat portion detection result.  In the case where the flat portion is included, one of first orthogonal transform size groups is selected.  In the case where the edge portion or flat portion is not included, one of second orthogonal transform size groups is selected, wherein the second orthogonal transform size groups are larger than the first orthogonal transform size groups.

On détermine si un bloc soumis à un traitement comprend ou non un contour en fonction d’un résultat de détection des contours du bloc soumis à un traitement. Au cas où le contour est inclus, la détection d’une partie plate est effectuée.
