Provided are an image encoding device and an image encoding method capable of surely suppressing a delay of an image encoding process and suppressing increasing the circuit size. The image encoding device (100) includes: an image encoding unit (101) for successively encoding input pictures to generate an encoded picture; a skip picture generating unit (104) for generating a skip picture; an entropy encoding unit (102) for performing entropy encoding on the encoded picture and the skip picture; and an encoding control unit (103) which judges whether the entropy encoding has generated an encoded picture containing a macro block having a greater code amount than a threshold value, specifies one of the input pictures after the input picture corresponding to the encoded picture as a particular picture, and causes the skip picture generating unit (104) to generate a skip picture instead of causing the image encoding unit (101) to encode the particular picture.

L'invention concerne un dispositif de codage d'image et un procédé de codage d'image susceptibles de supprimer sûrement un retard d'un processus de codage d'image et de supprimer l'augmentation de la taille de circuit. Le dispositif de codage d'image (100) comprend : une unité de codage d'image (101) pour coder successivement des images d'entrée afin de générer une image codée ; une unité de génération d'image sautée (104) pour générer une image sautée ; une unité de codage entropique (102) pour réaliser un codage entropique sur l'image codée et l'image sautée ; et une unité de commande de codage (103) qui évalue si le codage entropique a généré une image codée contenant un macrobloc ayant une quantité de code supérieure à une valeur de seuil, spécifie une des images d'entrée après l'image d'entrée correspondant à l'image codée comme image particulière, et amène l'unité de génération d'image sautée (104) à générer une image sautée au lieu d'amener l'unité de codage d'image (101) à coder l'image particulière.

 画像符号化処理の遅延を確実に抑えるとともに回路規模の増大を抑えた画像符号化装置および画像符号化方法を提供する。画像符号化装置(100)は、複数の入力ピクチャを順次符号化することにより符号化ピクチャを生成する画像符号化部(101)と、スキップピクチャを生成するスキップピクチャ生成部(104)と、その符号化ピクチャおよびスキップピクチャに対してエントロピー符号化を行うエントロピー符号化部(102)と、エントロピー符号化によって、閾値よりも大きい符号量のマクロブロックを含む符号化ピクチャが発生したか否かを判別し、その符号化ピクチャに対応する入力ピクチャ以降の何れかを特定ピクチャとして、その特定ピクチャに対し、画像符号化部(101)に符号化させず、スキップピクチャ生成部(104)にスキップピクチャを生成させる符号化制御部(103)とを備える。
