A non-contact IC control unit (203) reads in information that a non-contact IC (202) acquires through short distance communication with a reader and writer (206) and stores at every time the non-contact IC control unit (203) receives interruption from a timer (207). When the read-in data includes new function limiting information for a mobile telephone, the non-contact IC control unit (203) outputs an interruption signal and the function limiting information to a CPU (201). The CPU (201) carries out control of the function limiting for each peripheral unit (205) of a module, or the like, in accordance with the input function limiting information. When the function limiting information is that for setting to turn off a power source of the mobile telephone, the CPU (201) carries out turning-off control of the power supply to the peripheral unit (205) of a module, or the like, and transits the CPU (201) itself to a stopping state except its function for receiving an interruption.

 非接触IC制御部203は、非接触IC202がリーダーライター206との近距離通信で取得して格納している情報を、タイマー部207からの割り込みを受ける毎に読み取り、読み取ったデータの中に、携帯電話機に対する新たな機能制限情報がある場合、CPU201に割込み信号と機能制限情報を出力し、CPU201は入力された機能制限情報に従って、各モジュール等周辺部205の機能制限の制御を実行する。機能制限情報が携帯電話の電源をOFFに設定する情報である場合には、CPU201は、各モジュール等周辺部205への供給電源をOFFにする制御を実行するとともに、CPU201自体を割込み信号を受けつける機能を除いて休止状態に遷移させる。
