An information recording medium (100) includes (i) a first recording layer (L0 layer) for recording control information (File System) for controlling recording or reproduction, and (ii) a second recording layer (L1 layer) layered on the first recording layer for recording second information by a laser beam which has transmitted through the first recording layer. (iii) A second recording region (TA) of the second recording layer opposing to the first recording region (FSA) where the first information is recorded is formed in such a state that erase is enabled and recording is disabled in accordance with erase of the first information.
