A user guiding system (1) comprises a communication history receiving part (101) for receiving communication history information of a mobile communication terminal (2); a traffic information generating part (102) for receiving resource status information from a base station (3) to generate information of the communication traffic at the base station; a dissatisfaction degree calculating part (103) for calculating, based on the communication history information and the communication traffic information, the dissatisfaction degree related to a behavior recommended to the user of the mobile communication terminal (2); a recommended behavior extracting part (104) for extracting, based on the dissatisfaction degrees related to a plurality of recommended behaviors, a recommended behavior to be notified to the user; and an information transmitting part (105) for transmitting the recommended behavior to the mobile communication terminal (2).
