Abstract:
An image encoder comprising an entropy encoding means (103) for encoding data for each coded path by dividing a wavelet conversion coefficient into code blocks, converting each code block into a bit plane, and dividing each bit plane into a coded path, a code memory (104) where coded data for each coded path, a rate control information extracting means (105) for judging, from the total code amount representing the total amount of codes of each code block, the slope of the RD curve of each coded path, and the inverse number of given rate control parameters, to what coded path of what code block the entropy encoding means (103) encodes data and for outputting an encoding end path to end the encoding, and coded data extracting means (106) for reading code data up to the coded path determined by the encoding end path from the code memory (104) and outputting a code stream containing the code data and additionally the number of coded paths in each code block.
