An enhanced parking meter system utilizing user identification technology to achieve improved efficiencies in the enforcement and regulation of parking meters (3, 15, 21, 26). A user and/or vehicle (1) is identified by communication of user data into the parking meter system. If the meter (3) becomes expired with the vehicle (1) remaining in the parking space (2), a citation will be electronically processed, in accordance with the user data, and thereafter delivered to the user or vehicle owner. Recognition of the user and/or vehicle further enables the system to limit the individual's and/or vehicle's parking time in front of a particular meter (3) or designated cluster of meter. This would help regulate traffic within a municipality district as well as prevent people from parking in a metered location for excessive periods of time.
