A signal dividing means (11) divides a multiplex signal and generates a plurality of division signals of STS or STM transmission interface type. An assurance information adding means (12) adds assurance information which assures the continuity of the division signals to the division signals to generate a transmission signal. A signal transmitting means (13) transmits the transmission signal via a transmission path of a transmission interface type. A signal receiving means (21) receives the transmission signal. A signal restoring means (22) assembles the division signals in accordance with the assurance information and restores the multiplex signal.
