The receiving side can reproduce media data irrespective of the quality state of the line. Differential motion vector limiting section (10) counts the events where (1) is inputted as the quality state (9) of the line every unit time by means of a built-in timer, holds the counts, refers to the counts in units of one picture according to the position information (22) about an inputted macro block to be encoded, and determines differential motion vector limiting information (11) on the basis of the counts referred to. A motion compensation predicting section (12) calculates a differential motion vector, compares it with the differential motion vector limiting information (11), replaces the differential motion vector with the differential motion vector limiting information (11) if the differential motion vector exceeds the differential motion vector limiting information (11), thereby limiting the differential motion vector and outputting a motion vector (21) to a VLC section (20).

Le côté réception peut reproduire des données de média indépendamment de la qualité de la ligne.
