A method and apparatus for providing fair access in a group communication system. Permission to transmit is based on a variable-level priority scheme. The variable priority level of each member in the system is based upon the number of event occurrences that have occurred in the past. In a first embodiment, the number of event occurrences is defined as the number of times that a member has been denied permission to transmit. The more denials that a member accumulates, the higher the corresponding priority level becomes. In a second embodiment, the priority level is based on the amount of time which has elapsed from when a net member was last granted the transmission privilege. The greater the time differential between when a member has last been granted the transmission privilege and a present access request, the greater the variable priority level becomes.

L'invention concerne un procédé et un appareil utilisés pour permettre l'accès équitable dans un système de communication de groupe. La permission de transmettre est basée sur un système de priorité à niveaux variables. Le niveau de priorité variable de chaque élément du système est basé sur le nombre d'événements survenus dans le passé. Dans un premier mode de réalisation, le nombre d'événements survenus est défini comme le nombre de fois où la permission de transmettre a été refusée à un élément. Plus un élément cumule des refus, plus le niveau de priorité correspondant est élevé. Dans un deuxième mode de réalisation, le niveau de priorité est basé sur le temps écoulé depuis le moment où le privilège de transmission a été accordé à l'élément de réseau. Plus le différentiel entre le moment où le privilège de transmission a été transmis à un élément et une demande d'accès en cours est grand, plus le niveau de priorité variable est grand.
