Letting W be the length of the data to be recorded on a CD-ROM, D the length of the effective data (system area, file groups selected during data edition, and retrieval data such as a volume descriptor, a pass table and a directory which are, out of the data to be recorded, significant for access), and m the maximum length of recordable data on a blank disk of a CD-ROM to which the data recorded on a CD-ROM are to be copied, the data are recorded on a CD-ROM so as to have the relations W»D, W>m. When the relation between the length W of data to be recorded and the effective data length D is W>D, dummy data insignificant for acess are included at random in these data. A part (for example, pass table) of the retrieval data are recorded on the rearmost portion of the recorded data. Thus, illegal copying of data from a CD-ROM to a blank disk cannot be done, and the copyright of a CD-ROM is effectively protected.
