Signals are transmitted in secret even when the information representing the destination terminal is opened because a common access channel is used. Obstruction can be well prevented. A random number bit adding section (6) adds a random number $g(a) (digital signal) generated by a random number generator (5) to the transmission data DA generated by a transmission data generator (1), and outputs the composite signal (DA, $g(a)). An enciphering section (2) enciphers the signal (DA, $g(a)) and outputs the ciphered signal (DA, $g(a))'. A receiving device deciphers the ciphered signals (DA, $g(a))' to the original signals (DA, $g(a)) and reproduces the data DA by removing the random number bit $g(a).

Des signaux sont émis en secret même lorsque les données représentant le terminal destinataire sont ouvertes du fait de l'utilisation d'une voie d'accès commune, l'obstruction pouvant être évitée efficacement. Un section additionneuse de bits de nombres aléatoires (6) additionne un nombre aléatoire $g(a) (signal numérique) généré par un générateur de nombres aléatoires (5) aux données d'émission (DA) générées par un générateur de données d'émission (1), et produit le signal composite (DA, $g(a)). Une section de chiffrage (2) chiffre le signal (DA, $g(a)) et produit le signal chiffré (DA, $g(a))'. Un dispositif de réception déchiffre les signaux chiffrés (DA, $g(a))' et retrouve les signaux d'origine (DA, $g(a)), et reproduit les données DA en enlevant le bit de nombre aléatoire $g(a).
