1. (WO1991017908) PORTABLE ANTI-THEFT ALARM AND LOCKING DEVICE FOR VEHICLES

1. A portable anti-theft device for vehicles having a steering wheel which includes a rim to which the device can be locked with a part thereof projecting therefrom to limit the free angle of rotatability of the steering wheel relative to the internal structures of the vehicle to thereby limit the drivability of the vehicle, the device comprising:
a bar having first and second opposite ends and a steering wheel rim clamping section located therebetween which has a dimension greater than the diameter of a steering wheel rim, the clamping section including first and second clamping members pivotally interconnected by a hinge having an axis parallel to the bar, the clamping members being pivotal to a closed position in which they surround and clamp to a section of the rim to thereby rigidly support the device on the rim with the bar tangent to, and with at least one of the ends displaced tangentially from, the section of the rim to which the clamping members are clamped, the clamping members being pivotal to an open position in which the device may be positioned on and removed from the ri ; and
means on said bar for locking the clamping members together in the closed position to thereby limit the rotatability of the steering wheel and the drivability of the vehicle.

2. A portable anti-theft device for vehicles having a steering wheel which includes a rim to which the device can be locked with a part thereof projecting therefrom to limit the free angle of rotatability of the steering wheel relative to fixed internal structures of the vehicle to thereby limit the drivability of the vehicle, the device comprising:
a bar having first and second opposite ends;
means for attaching said bar to a section of the rim of a steering wheel of a vehicle so as to rigidly support the device on the rim with the bar tangent to, and with at least one of the ends
displaced tangentially from, the section of the rim to which the bar is attached a distance sufficient to contact the fixed internal structures of the vehicle when the steering wheel is rotated; and
means for locking the attaching means to thereby limit the rotatability of the steering wheel and the drivability of the vehicle.

3. A portable anti-theft device for vehicles having a steering wheel which includes a rim to which the device can be locked with a part thereof projecting therefrom to limit the free angle of rotatability of the steering wheel relative to the internal structures of the vehicle to thereby limit the drivability of the vehicle, the device comprising:
a bar having first and second opposite ends and formed at least in part of a wall open along one side of a portion of the bar to define an interior thereof, said portion having an inside dimension greater than the diameter of the steering wheel rim whereby the bar is positionable against the steering wheel rim such that the inside of the wall is against the outside of the rim and the bar is tangent to the rim with at least one end of the bar displaced from the steering wheel a distance sufficient to contact the internal fixed structures of the vehicle when the steering wheel is rotated;
a clamping member movably connected to said portion of the bar, the member being moveable to a closed position in which the member and the wall surround and clamp the bar to the rim of the steering wheel to thereby rigidly support the device thereon and to an open position in which the bar may be positioned on and removed from the rim; and means at least in part on said portion of the bar for locking the member in its closed position to lock the device to the steering wheel to thereby limit the rotatability of the steering wheel and the drivability of the vehicle.

4. The device any of claims 1, 2 or 3 wherein:
at least a portion of the bar has a
protectively enclosed therein a cavity sufficient to contain means for monitoring disturbances indicative of attempted theft of the vehicle or of a tampering with the device.

5. The device of claim 4 further comprising:
an electrically powered alarm contained within said cavity including means for generating a perceivable alarm signal in response to a detected disturbance; and
a self contained source of electrical energy sufficient to power the alarm and fully contained within the cavity.

6. A vehicle portable anti-theft device lockable to the steering wheel of a vehicle for limiting the angle of rotatability of the steering wheel to thereby limit the drivability of the vehicle, the device comprising:
a rigid bar having first and second
opposite ends;
means for rigidly locking a section of the bar to the rim of the steering wheel so that at least one end thereof projects outward of the rim a
distance sufficient to limit the angle of
rotatability of the steering wheel; and
an electrically powered alarm carried by the bar and including means for detecting a
disturbance of the type caused by an attempted theft, and means for generating an alarm signal in response to the detected disturbance.

7. The device of claim 6 further comprising:
a manually operable alarm disarming actuator positioned on the bar such that the
accessibility thereto is restricted when the device is locked to a steering wheel.

8. The device of claim 7 wherein:
the section of the bar which is locked by the locking means to the rim a moveable member which closes about the rim and encloses the actuator when the section is locked by the locking means to the rim, and
the bar includes an actuator access shield positioned on said section of the bar for blocking access to the actuator from between the rim and the bar locked thereto.

9. The device of claim 7 further comprising:
means for delaying the response of the signal generating means to the detected disturbance a time sufficient to allow for the unlocking of the locking means and the operation of the alarm
disarming actuator to disable the alarm.

10. The device of claim 6 further comprising:
an alarm arming actuator positioned on the bar, and
means for delaying the arming of the alarm sufficient time from the operation of the alarm arming actuator to allow for the locking of the locking means to the steering wheel and a departure of the person arming the alarm from the vehicle.

11. The device of claim 6 further comprising:
an alarm arming and disarming actuator responsive to the respective locking and unlocking of the locking means.

12. The device of claim 6 further comprising:
means for remotely arming and disarming the alarm.

13. The device of claim 6 wherein:
the alarm signal generating means includes a lamp illuminated in response to the detected disturbance; and
the device further comprises manual
operatable means for selectively energizing the lamp so that the device may function alternatively as a flashlight.

14. The device of claim 6 wherein:
the alarm signal generating means includes a lamp and a lamp flashing circuit for flashing the ' lamp in response to the detected disturbance; and
the device further comprises manual operatable means for selectively energizing the lamp flashing circuit so that the device may function alternatively as an emergency warning light.

15. The device of claim 6 wherein:
the alarm signal generating means includes light generating means for generating light of sufficient intensity to brightly illuminate the interior of the vehicle in response to the detected disturbance.

16. The device of claim 6 wherein:
the alarm signal generating means includes sound generating means for generating sound of approximately 110 db.

17. The device of claim 6 wherein:
the alarm signal generating means includes sound generating means for generating a high
intensity sound in the interior of the vehicle in response to the detected disturbance.

18. The device of claim 17 wherein:
the alarm signal generating means includes primary sound generating means for generating a high intensity sound in the interior of the vehicle in response to the detected disturbance; and
the device further comprises secondary sound generating means physically separate from the device and mountable on the exterior of the vehicle for generating a high intensity sound exterior of the vehicle in response to the sound generated by the primary sound generating means.

19. The device of claim 6 wherein:
the disturbance detecting means includes means responsive to motion of the device.

20. The device of claim 6 wherein:
the locking means includes means for securing the alarm from deactivation when the device is locked to the steering wheel; and
the alarm is responsive to disturbances associated with attempts to remove the device from the steering wheel rim.

21. The device of claim 6 wherein:
the alarm signal generating means includes a lamp and a lamp flashing circuit for flashing the lamp in response to the detected disturbance; and
the device further comprises manual operatable means for selectively energizing the lamp flashing circuit so that the device may function alternatively as an emergency warning light.

22. The device of claim 21 further comprising:
a stand attachable to the bar for
supporting the device; and
a translucent cover positionable over the lamp modifying the light from the lamp.

23. The device of claim 6 further comprising:
a manually accessible actuator for
triggering the alarm signal generating means to generate the alarm signal.

24. The device of any of claims 1-3 or 6 wherein the device is attachable to the rim of the steering wheel with the lock on the side of the rim opposite the driver.

25. The device of claim 6 wherein:
a source of electrical energy, sufficient to power the detecting means and the alarm, fully carried by the bar.

26. The device of any of claims 1-3 or 6 wherein the device is attachable to the top of the steering wheel and visible from the outside of the vehicle.

27. The device of any of claims 1-3 or 6 wherein the device is attachable to the steering wheel so as to be visible from the outside of the vehicle and has mounted thereon a flashing light to enhance the visibility of the device.

. 28. The device of any of claims 1-3 or 6 wherein the bar has therein interior space of sufficient volume and dimensions to contain fully therein alarm means including enunciators for
signaling an alarm condition and batteries sufficient to adequately power the alarm.

29. The device of claim 4 wherein:
a source of electrical energy, sufficient to power the detecting means and the alarm, fully carried by the bar.

30. The device of claim 29 wherein cavity is sufficient to contain batteries capable of energizing electronics of an alarm circuit for a plurality of days and then energizing, for a plurality of minutes, a light sufficient to brightly illuminate the vehicle and a sound generating element to approximately 110 db.

31. The device of claim 29 wherein the space is sufficient to contain batteries sufficient to produce at least watt hours energy.

32. The device of claim 28 further comprising:
a plurality of saw resistent bars rotatably mounted within the bar and generally parallel to the axis of the bar.

33. The device of claim 28 further comprising:
a plurality of saw resistent bars mounted within the bar and generally parallel to the axis of the bar.

34. The device of any of claims 1-3 or 6 further comprising a cable lockably connectable between the device and accessory of the vehicle.

35. The device of claim 4 further comprising:
a plurality of saw resistent bars rotatably mounted within the bar and generally parallel to the axis of the bar.

a plurality of saw resistent bars mounted within the bar and generally parallel to the axis of the bar.

37. A portable anti-theft device for vehicles having a steering wheel which includes a rim to which the device can be locked with a part thereof projecting therefrom to limit the free angle of rotatability of the steering wheel to thereby limit the
drivability of the vehicle, the device comprising:
a bar having an end and a steering wheel rim clamping section spaced from the end, the
clamping section having a dimension greater than the diameter of a steering wheel rim, the clamping section including first and second clamping members pivotally interconnected by a hinge having an axis parallel to the bar, the clamping members being pivotal to a closed position in which they surround and clamp to a section of the rim to thereby rigidly support the device on the rim with the clamping section tangent to, and with the end of the bar displaced from, the section of the rim to which the section of the rim to which the clamping members are clamped, the clamping members being pivotal to an open position in which the device may be positioned on and removed from the rim; and
means on said bar for locking the clamping members together in the closed position to thereby limit the rotatability of the steering wheel and the drivability of the vehicle.

38. A portable anti-theft device for vehicles having a steering wheel which includes a rim to which the device can be locked with a part thereof projecting therefrom to limit the rotatability of the steering wheel to thereby limit the drivability of the vehicle, the device comprising:
a bar having an end;
means for attaching said bar to a section of the rim of a steering wheel of a vehicle so as to rigidly support the device on the rim with the attaching means tangent to, and with the end of the bar displaced from, the section of the rim to which the bar is attached a distance sufficient to contact internal objects within the vehicle when the steering wheel is rotated; and
means for locking the attaching means to the rim to thereby limit the rotatability of the steering wheel and the drivability of the vehicle.

39. A portable anti-theft device for vehicles having a steering wheel which includes a rim to which the device can be locked with a part thereof projecting therefrom to limit the rotatability of the steering wheel relative to the internal structures of the vehicle to thereby limit the drivability of the vehicle, the device comprising:
a bar having an end and formed at least in part of a wall open along one side of a portion of the bar to define an interior thereof, said portion having an inside dimension greater than the diameter of the steering wheel rim whereby the bar is
positionable against the steering wheel rim such that the inside of the wall is against the outside of the rim and said portion of the bar is tangent to the rim with the end of the bar displaced from the steering wheel a distance sufficient to contact the surfaces internal to the vehicle when the steering wheel is rotated ;
a clamping member movably connected to said portion of the bar, the member being moveable to a closed position in which the member and the wall surround and clamp the bar to the rim of the steering wheel to thereby rigidly support the device thereon and to an open position in which the bar may be positioned on and removed from the rim; and means at least in part on said portion of the bar for locking the member in its closed position to lock the device to the steering wheel to thereby limit the rotatability of the steering wheel and the drivability of the vehicle.

40. An anti-theft system for vehicles
comprising:
a portable anti-theft device for vehicles having an electrical system and a steering wheel which includes a rim to which the device can be locked;
said device including means for removeably attaching the device to the steering wheel of a vehicle and locking the device to the steering wheel with a part of the device projecting from the
steering wheel to limit the rotatability of the steering wheel relative to the internal structures of the vehicle to thereby limit the drivability of the vehicle, and means for detachably connecting the device to the electrical system of the vehicle; and
alarm means functionally interrelated to the connection of the device to the vehicle
electrical circuitry.

41. A system comprising the elements of any of claims 1-3, 6, or 37-40 and further comprising:
alarm circuit components installable in the vehicle and including circuitry responsive to the connection of the device to the vehicle for
generating an alarm signal.

42. The system of claim 41 further comprising:
means for arming an alarm in response to the connection of the device to the vehicle.

43. The system of claim 42 wherein:
the arming means is operative to arm an alarm carried by the device.

44. The system of claim 41 further comprising:
means for arming an alarm in response to the connection of the device to the vehicle.

45. The system of claim 41 further comprising:
means installed in the vehicle for
receiving a remotely generated signal and for
affecting the armed condition of an alarm in response to the remotely generated signal; and
a remote portable transmitter for
generating the remotely generated signal.

46. The system of claim 41 wherein:
said components include components installed in the vehicle.

1. A portable anti-theft device for vehicles having a steering wheel which includes a rim to which the device can be locked with a part thereof projecting therefrom to limit the free
angle of rotatability of the steering wheel to
thereby limit the drivability of the vehicle, the device comprising:
a bar having an end and a steering wheel rim clamping section spaced from the end, the clamping section having a dimension greater than the cross sectional dimension of a steering wheel rim, the clamping section including first and second clamping members pivotally interconnected by a hinge having an axis parallel to the bar, the clamping members being pivotal to a closed position in which they surround and clamp to a section of the rim to thereby support the device on the rim with sufficient rigidity to maintain the clamping section generally tangent to, and with the end of the bar displaced from, the section of the rim to which the section of the rim to which the clamping members are clamped, the clamping members being pivotal to an open position in which the device may be positioned on and removed from the rim; and
means on said bar for locking the
clamping members together in the closed position to thereby limit the rotatability of the steering wheel and the drivability of the vehicle.

2. A portable anti-theft device for vehicles having a steering wheel which includes a rim to which the device can be locked with a part thereof projecting therefrom to limit the
rotatability of the steering wheel to thereby limit the drivability of the vehicle, the device
comprising:
a bar having an end;
means for attaching said bar to a section of the rim of a steering wheel of a vehicle so as to support the device on the rim with sufficient rigidity to maintain the attaching means and the bar generally tangent to the section of the rim to which the bar is attached and with the end of the bar displaced therefrom a distance sufficient to contact internal objects within the vehicle when the steering wheel is rotated; and
means for locking the attaching means to the rim to thereby limit the rotatability of the steering wheel and the drivability of the vehicle.

3. A portable anti-theft device for vehicles having a steering wheel which includes a rim to which the device can be locked with a part thereof projecting therefrom to limit the
rotatability of the steering wheel relative to the internal structures of the vehicle to thereby limit the drivability of the vehicle, the device
comprising:
a bar having an end and formed at least in part of a wall open along one side of a portion of the bar to define an interior thereof, said portion having an inside dimension greater than the cross sectional dimension of the steering wheel rim whereby the bar is positionable against the
steering wheel rim such that the inside of the wall is against the outside of the rim and said portion of the bar and said bar are generally tangent to the rim with the end of the bar displaced from the steering wheel a distance sufficient to contact the surfaces internal to the vehicle when the steering wheel is rotated;
a clamping member movably connected to said portion of the bar, the member being moveable to a closed position in which the member and the wall surround and clamp the bar to the rim of the steering wheel to thereby support the device thereon with sufficient rigidity to maintain said portion of the bar generally tangent to the rim and to an open position in which the bar may be
positioned on and removed from the rim; and
means at least in part on said portion of the bar for locking the member in its closed position to lock the device to the steering wheel to thereby limit the rotatability of the steering wheel and the drivability of the vehicle.

4. A portable anti-theft device for vehicles having a steering wheel which includes a rim to which the device can be locked with a part thereof projecting therefrom to limit the free angle of rotatability of the steering wheel relative to the internal structures of the vehicle to thereby limit the drivability of the vehicle, the device comprising:
a bar having first and second opposite ends and a steering wheel rim clamping section located therebetween which has a dimension greater than the cross sectional dimension of a steering wheel rim, the clamping section including first and second clamping members pivotally interconnected by a hinge having an axis parallel to the bar, the clamping members being pivotal to a closed position in which they surround and clamp to a section of the rim to thereby support the device on the rim with sufficient rigidity to maintain the bar generally tangent to, and with at least one of the ends displaced generally tangentially from, the section of the rim to which the clamping members are clamped, the clamping members being pivotal to an open position in which the device may be
positioned on and removed from the rim; and
means on said bar for locking the
clamping members together in the closed position to thereby limit the rotatability of the steering wheel and the drivability of the vehicle.

5. A portable anti-theft device for vehicles having a steering wheel which includes a rim to which the device can be locked with a part thereof projecting therefrom to limit the free angle of rotatability of the steering wheel relative to fixed internal structures of the vehicle to thereby limit the drivability of the vehicle, the device comprising:
a bar having first and second opposite ends;
means for attaching said bar to a section of the rim of a steering wheel of a vehicle so as to support the device on the rim sufficiently rigidly to maintain the bar generally tangent to the section of the rim to which the bar is attached and with at least one of the ends displaced
generally tangentially therefrom a distance
sufficient to contact the fixed internal structures of the vehicle when the steering wheel is rotated; and
means for locking the attaching means to thereby limit the rotatability of the steering wheel and the drivability of the vehicle when the bar is attached to the section of the rim.

6. A portable anti-theft device for vehicles having a steering wheel which includes a rim to which the device can be locked with a part thereof projecting therefrom to limit the free angle of rotatability of the steering wheel
relative to the internal structures of the vehicle to thereby limit the drivability of the vehicle, the device comprising:
a bar having first and second opposite ends and formed at least in part of a wall open along one side of a portion of the bar to define an interior thereof, said portion having an inside dimension greater than the cross sectional
dimension of the steering wheel rim whereby the bar is positionable against the steering wheel rim such that the inside of the wall is against the outside of the rim and the bar is generally tangent to the rim with at least one end of the bar displaced from the steering wheel a distance sufficient to contact the internal fixed structures of the vehicle when the steering wheel is rotated;
a clamping member movably connected to said portion of the bar, the member being moveable to a closed position in which the member and the wall surround and clamp the bar to the rim of the steering wheel to thereby support the device thereon with sufficient rigidity to maintain it generally tangent to the rim and to an open position in which the bar may be positioned on and removed from the rim; and
means at least in part on said portion of the bar for locking the member in its closed position to lock the device to the steering wheel to thereby limit the rotatability of the steering wheel and the drivability of the vehicle.

7. The device any of claims 1-6
wherein:
at least a portion of the bar has
protectively enclosed therein a cavity sufficient to contain monitoring means; and
means contained in said cavity for monitoring disturbances indicative of attempted theft of the vehicle or of a tampering with the device.

8. The device of claim 7 further comprising:
means for detecting an attempted theft of or tampering with the vehicle or the device, an alarm responsive to the detecting means, and a source of electrical energy, sufficient to power the detecting means and the alarm, the detecting means, the alarm and the source of electrical energy being fully carried by the bar.

9. The device of claim 8 wherein:
the source of electrical energy includes one or more batteries;
the alarm contains an alarm circuit that includes electronics, an indicator light, and a sound generating element; and
the bar has therein a cavity is
sufficient to contain batteries capable of
energizing the electronics of the alarm circuit for a plurality of days and then energizing, for a plurality of minutes, the light sufficient to brightly illuminate the vehicle and the sound generating element to approximately 110 db.

10. The device of any of claims 1-6 wherein :
at least a portion of the bar has
protectively enclosed therein a cavity sufficient to contain an alarm and a source of electrical energy for the alarm; and the device further comprises:
an electrically powered alarm contained within said cavity including means for generating a perceivable alarm signal in response to a detected disturbance; and
a self contained source of electrical energy sufficient to power the alarm and fully contained within the cavity.

11. A vehicle portable anti-theft device lockable to the steering wheel of a vehicle for limiting the angle of rotatability of the steering wheel to thereby limit the drivability of the vehicle, the device comprising:
a rigid bar having first and second opposite ends;
means for locking a section of the bar to the rim of the steering wheel with sufficient rigidity to maintain at least one end thereof projecting outwardly of the rim a distance
sufficient to limit the angle of rotatability of the steering wheel ; and
an electrically powered alarm carried by the bar and including means for detecting a
disturbance of the type caused by an attempted theft, and means for generating an alarm signal in response to the detected disturbance.

12. The device of claim 11 further
comprising:
a manually operable alarm disarming actuator positioned on the bar such that the accessibility thereto is restricted when the device is locked to a steering wheel.

13. The device of claim 12 wherein:
the section of the bar which is locked by the locking means to the rim a moveable member which closes about the rim and encloses the
actuator when the section is locked by the locking means to the rim, and
the bar includes an actuator access shield positioned on said section of the bar for blocking access to the actuator from between the rim and the bar locked thereto.

14. The device of claim 12 further
comprising:
means for delaying the response of the signal generating means to the detected disturbance a time sufficient to allow for the unlocking of the locking means and the operation of the alarm disarming actuator to disable the alarm.

15. The device of claim 11 further
comprising:
an alarm arming actuator positioned on the bar, and
means for delaying the arming of the alarm sufficient time from the operation of the alarm arming actuator to allow for the locking of the locking means to the steering wheel and a departure of the person arming the alarm from the vehicle.

16. The device of claim 11 further
comprising:
an alarm arming and disarming actuator responsive to the respective locking and unlocking of the locking means.

17. The device of claim 11 f rther
comprising:
means for remotely arming and disarming the alarm.

18. The device of claim 11 wherein:
the alarm signal generating means includes a lamp illuminated in response to the detected disturbance; and
the device further comprises manual operable means for selectively energizing the lamp so that the device may function alternatively as a flashlight.

19. The device of claim 11 wherein:
the alarm signal generating means includes a lamp and a lamp flashing circuit for flashing the lamp in response to the detected disturbance; and
the device further comprises manual operable means for selectively energizing the lamp flashing circuit so that the device may function alternatively as an emergency warning light.

20. The device of claim 11 wherein:
the alarm signal generating means includes light generating means for generating light of sufficient intensity to brightly
illuminate the interior of the vehicle in response to the detected disturbance.

21. The device of claim 11 wherein:
the alarm signal generating means includes sound generating means for generating sound of approximately 110 db.

22. The device of claim 11 wherein:
the alarm signal generating means
includes sound generating means for generating a high intensity sound in the interior of the vehicle in response to the detected disturbance.

23. The device of claim 22 wherein:
the alarm signal generating means
includes primary sound generating means for
generating a high intensity sound in the interior of the vehicle in response to the detected
disturbance; and
the device further comprises secondary sound generating means physically separate from the device and mountable on the exterior of the vehicle for generating a high intensity sound exterior of the vehicle in response to the sound generated by the primary sound generating means.

24. The device of claim 11 wherein:
the disturbance detecting means includes means responsive to motion of the device.

25. The device of claim 11 wherein:
the locking means includes means for securing the alarm from deactivation when the device is locked to the steering wheel; and
the alarm is responsive to disturbances associated with attempts to remove the device from the steering wheel rim.

26. The device of claim 11 wherein:
the alarm signal generating means
includes a lamp and a lamp flashing circuit for flashing the lamp in response to the detected disturbance; and
the device further comprises manual operable means for selectively energizing the lamp flashing circuit so that the device may function alternatively as an emergency warning light.

27. The device of claim 26 further
comprising:
a stand attachable to the bar for
supporting the device; and
a translucent cover positionable over the lamp modifying the light from the lamp.

28. The device of claim 11 further
comprising:
a manually accessible actuator for triggering the alarm signal generating means to generate the alarm signal.

29. The device of claim 11 wherein:
a source of electrical energy, sufficient to power the detecting means and the alarm, fully carried by the bar.

30. The device of any of claims 1-29 wherein the locking means is located on the device so as to permit the device to be attachable to the rim of the steering wheel with the locking means on the side of the rim opposite the driver.

31. The device of any of claims 1-30 wherein the device is configured to permit the device to be attachable to the top of the steering wheel and visible from the outside of the vehicle.

32. The device of any of claims 1-31 wherein the device configured to permit the device to be attachable to the steering wheel so as to be visible from the outside of the vehicle and has mounted thereon a flashing light to enhance the visibility of the device when mounted on the steering wheel rim.

33. The device of any of claims 1-32 or 37-39 wherein the bar has therein interior space of sufficient volume and dimensions to contain fully therein alarm means including an enunciator for signaling an alarm condition and batteries
sufficient to adequately power the alarm means.

34. The device of any of claims 1-33 further comprising:

a saw resistent rod rotatably mounted within the bar and generally parallel to the axis of the bar.

37. The device of any of claims 1-33 further comprising:
a saw resistent elongated rod mounted within the bar and generally parallel to the axis of the bar.

38. The device of any of claims 1-37 further comprising a cable lockably connectable between the device and an accessory of the vehicle.

39. An anti-theft system for vehicles
comprising:
a portable anti-theft device for vehicles having an electrical system and a steering wheel which includes a rim to which the device can be locked;
said device including means for
removeably attaching the device to the steering wheel of a vehicle and locking the device to the steering wheel with a part of the device projecting from the steering wheel to limit the rotatability of the steering wheel relative to the internal structures of the vehicle to thereby limit the drivability of the vehicle, and means for
detachably connecting the device to the electrical system of the vehicle; and
alarm means functionally interrelated to the connection of the device to the vehicle
electrical circuitry.

40. A system comprising the elements of any of claims 1-39 and further comprising:
alarm circuit components installable in the vehicle and including circuitry responsive to the connection of the device to the vehicle for generating an alarm signal.

41. The system of claim 40 further
comprising:
means for arming an alarm in response to the connection of the device to the vehicle.

42. The system of claim 41 wherein:
the arming means is operative to arm an alarm carried by the device.

43. The system of claim 40 further
comprising:
means for arming an alarm in response to the connection of the device to the vehicle.

44. The system of claim 40 further comprising:
means installed in the vehicle for receiving a remotely generated signal and for affecting the armed condition of an alarm in response to the remotely generated signal ; and a remote portable transmitter for generating the remotely generated signal.

45. The system of claim 40 wherein:
said components include components installed in the vehicle.
