A developer carrier and a developing device which, even during an extended-period continuous copying or under different environmental conditions, causes no toner charge up, keep the uniform coating condition of a developer having toner by preventing the fusion of toner onto the developer carrier surface or a developer layer thickness regulating member surface, and can produce a high-grade image free from a decrease in image density, nonuniform density, sleeve ghost, fogging and longitudinal stripe during an endurance application by friction-electrifying toner uniformly and quickly. The developer carrier comprises a substrate and a resin-coated layer on the substrate surface, wherein the resin-coated layer contains at least carbon black and bonded resin, and the surface interval of graphite (002), obtained by X-ray diffraction, of the carbon black is 0.3370 nm through 0.3450 nm; and the developing device has the developer carrier. ┬ęKIPO&WIPO 2008
