【課題】輻輳管理以外の理由に基づく制御信号管理に関する通信制御方法を提供すること。
【解決手段】輻輳管理以外の理由値やバックオフタイマーに基づいて、拒絶されたPDUセ
ッション確立メッセージに含まれていたDNNやS-NSSAIと同一のパラメータを用いた別のPDUセッション確立メッセージの送信を抑止する。また、当該バックオフタイマー起動中に、PLMN変更を行った場合、変更先のPLMNで同一のパラメータを対象としたバックオフタイマーが起動していない場合は、当該変更先のPLMNにて、同一のパラメータを用いた別のPDUセッション確立メッセージの送信を許容する。
