樹脂フィルム(6)の表面を親水化する樹脂フィルム(6)の改質装置(1)である。改質装置(1)は、チャンバ(2)と、不飽和炭化水素供給装置(3)と、オゾン発生装置(4)と、を有する。チャンバ(2)内に、予め樹脂フィルム(6)が巻回された送り出しロール(7)、巻取りロール(8)及びシャワーヘッド(10)を設ける。送り出しロール(7)に巻回された樹脂フィルム(6)を巻取りロール(8)に巻き取りながら、送り出しロール(7)と巻取りロール(8)との間を移動する樹脂フィルム(6)表面に対してシャワーヘッド(10)から高濃度オゾンガスと不飽和炭化水素ガスとを供給する。
