PROBLEM TO BE SOLVED: To adjust the number of test packets transmitted from a transmission terminal appropriately, in the measurement of available bandwidth between terminals of communication network.

SOLUTION: A reception terminal includes a reception unit for executing reception processing of a test packet received from a transmission terminal via a communication network, a reception time recording unit for recording the reception time of a test packet based on the reception processing, an index value calculation unit for calculating an index value, indicating the magnitude of variation in the test packet transmission delay time, based on the reception time and the transmission time of test packet, a processing delay determination unit for determining a test packet, the reception time of which is affected by a certain delay or more due to reception processing, based on the index value, and a number of test packets adjustment unit for instructing to adjust the number of test packets transmitted by the transmission terminal, based on the remaining number of test packets other than the test packets of determination results from the processing delay determination unit.

【課題】通信ネットワークの端末間の可用帯域の測定において、送信端末から送信する試験パケットの個数を適切に調節すること。
【解決手段】受信端末は、送信端末から通信ネットワークを介して受信した試験パケットの受信処理を実行する受信部と、受信処理に基づく試験パケットの受信時刻を記録する受信時刻記録部と、該受信時刻と試験パケットの送信時刻とに基づいて、試験パケットの伝送遅延時間の変動の大きさを表す指標値を計算する指標値計算部と、該指標値に基づいて、受信処理による一定以上の遅延の影響を受信時刻が受けた試験パケットを判定する処理遅延判定部と、処理遅延判定部の判定結果の試験パケット以外の残りの試験パケットの個数に基づいて、送信端末が送信する試験パケットの個数を調節する指示を送信端末へ行う試験パケット数調節部と、を備える。
