PROBLEM TO BE SOLVED: To appropriately determine a protection state from interferences of each communication frame.

SOLUTION: The communication control device includes a communication part and a determination part. In the communication part, at least one of a plurality of base stations notifies a communication terminal of one or more communication frames which is/are set to a transmission limit frame in which transmission of signals other than a reference signal is limited and a quality measurement result of the one or more communication frames is received from the communication terminal. In the determination part, each of the one or more communication frames is determined whether the frame is treated as a protection frame protected from interference or a non-protected frame on the basis of the quality measurement result of the one or more communication frames.

【課題】各通信フレームの干渉からの保護状態を適切に判断する。
【解決手段】複数の基地局のうちの少なくともいずれかがリファレンス信号以外の送信が制限される送信制限フレームに設定した1または2以上の通信フレームを通信端末に通知し、当該1または2以上の通信フレームの品質測定結果を前記通信端末から受信する通信部と、前記1または2以上の通信フレームの品質測定結果に基づき、前記1または2以上の通信フレームの各々を干渉から保護された保護フレーム、または非保護フレームとして扱うかを判断する判断部と、を備える通信制御装置。
