A system for managing a telecommunications network, wherein the functions of the system have been divided between a single core part and at least one peripheral part (PP1-PPN) in such a way that (1) of said parts, only the core part communicates with the network elements to be managed, the core part storing all objects used by the system as master copies and maintaining information concerning said objects, (2) the peripheral part contains applications stored in the user's workstation, through which applications the services of the system are offered to the user, each peripheral part having separately stored copies of objects used by the applications of the concerned peripheral part and information indicating which applications use a particular object, and (3) the core part stores information indicating which peripheral part contains a copy of an individual object, whereby the peripheral parts and core parts communicate with each other to keep the objects in the core part and the copies in the peripheral parts consistent with each other.
