A method for processing a video signal and an apparatus therefor are disclosed. Particularly, a method for processing a video signal on the basis of history-based motion vector prediction can comprisethe steps of: constructing a merge candidate list on the basis of neighboring blocks of a current block; adding history-based merge candidates of the current block to the merge candidate list when the number of merge candidates included in the merge candidate list is less than a pre-defined first magnitude; adding a zero motion vector to the merge list when the number of merge candidates includedin the merge candidate list is less than a pre-defined second magnitude; acquiring a merge index indicating a merge candidate, which is to be used for inter prediction of the current block, in the merge candidate list; generating a prediction sample of the current block on the basis of motion information of the merge candidate indicated by the merge index; and updating a history-based merge candidate list on the basis of the motion information.
