The method comprises: receiving a broadcast system message from a network device, and determining, according to the system message, a maximum transmission block size (TBS) allowed to be used; receiving downlink control information from the network device, wherein the downlink control information comprises a first number of repetition times and a first TBS; determining a second number of repetition times that the scheduling transmission message for random access is re-sent, according to the first number of repetition times, the first TBS, a second TBS used in sending a scheduling transmission message for random access the first time, and the maximum TBS; and re-sending thescheduling transmission message for random access to the network device according to the second TBS and the second number of repetition times. By means of the embodiments of the present application,randomly accessible resources can be scheduled flexibly, avoiding collision between re-transmission of a scheduling transmission message for random access and uplink transmission of other users, and having strong adaptivity. The method and device provided in the embodiments of the present application increase network coverage capability and can be applied to an Internet of Things, for example, anMTC, an IoT, an LTE-M, an M2M, etc.
