The resource determination method comprises the following steps: determining a beta_offset set and a beta_offset group in the beta_offset set according to a received dynamic signaling; or determining max CodeRate according to the received dynamic signaling, or determining max CodeRate according to the received dynamic signaling; or determining maxCodeRate according to the position information of the resource for transmitting the uplink control information, thereby determining the size of the transmission resource occupied by the uplink control information or the uplink data information. In the embodiment of the invention, the terminal can adapt to different uplink control information resource occupation sizes under different services through network side dynamic indication, and different requirements of different services for QoS are met.

本发明实施例提供一种资源的确定方法、资源的配置方法、终端和网络侧设备,该资源的确定方法包括:根据接收到的动态信令确定beta_offset集合、beta_offset集合中的beta_offset组;或者,根据接收到的动态信令确定maxCodeRate;或者,根据传输上行控制信息的资源的位置信息确定maxCodeRate,从而确定上行控制信息或者上行数据信息占用的传输资源的大小。本发明实施例中,通过网络侧动态指示,终端能够在不同业务下适配不同的上行控制信息资源占用大小,满足不同业务对于QoS的不同需求。
