The invention provides a video processing method and device, and the method comprises the following steps: obtaining a reference frame list of a current block, and the reference frame list of the current block comprises a first reference frame list and a second reference frame list; determining a target reference frame list according to the reference frame list of the current block, the target reference frame list being one of a first reference frame list and a second reference frame list; determining a time domain motion vector of the current block according to the target reference frame listof the current block; determining motion information of a sub-block of the current block according to the time domain motion vector; and performing inter-frame prediction on the current block according to the motion information of the sub-blocks of the current block. By limiting the number of reference frame lists that need to be scanned in the bi-directional prediction process, coding and decoding operations can be simplified.
