Provided are a moving image distribution device and a moving image distribution system with which a moving image can be reproduced without defects or delay of the image, whereby a user can accuratelycontrol a machine of the device while watching a moving image captured by the device. This moving image distribution device has: an encoding unit that performs interframe encoding of moving images captured by an imaging unit, and generates an encoded moving image stream; and a reference frame generation management unit that receives, from a reception terminal for the encoded moving image stream, areference frame generation stop signal or a reference frame generation restart signal. The encoding unit stops the generation of reference frames when the reference frame generation management unit receives the reference frame generation stop signal, and restarts generation of the reference frames when the reference frame generation management unit receives the reference frame generation restartsignal, and performs the interframe encoding.
