A transverse partition plate is arranged between every two adjacent metering grooves of each circle of metering grooves. The transverse partition plates of themetering tank are mutually staggered in the radial direction; the upper end of the feeding hole is a trapezoid with a narrow upper part and a wide lower part, the left side of the trapezoid and the left sides of a transverse clapboard and the transverse clapboard of the rotor form an acute-angle opening, and the right side of the trapezoid and the right sides of the transverse clapboard and the transverse clapboard of the rotor form an acute-angle opening; and the discharge hole is eccentrically formed in the climbing position of the rotary drum.
