The invention discloses an infrared generator for a heating and ventilation system and the heating and ventilation system comprising the infrared generator, and relates to the technical field of heating and ventilation equipment. The infrared generator comprises a shell with an installing cavity, a first heat isolation layer arranged at the bottom of the shell, a catalysis carrier, a heating assembly, a second heat isolation layer and a protection structure arranged on the shell. The side wall of the shell is provided with a gas inlet and a power source binding post. The catalysis carrier is arranged on the side, away from the bottom of the shell, of the heat isolation layer and used for catalyzing gas entering from the gas inlet so that the ignition point of the gas can be reduced, the gas can be combusted without flames in the shell, and accordingly infrared rays are released. The heating assembly is arranged between the first heat isolation layer and the catalysis carrier and is electrified and emits heat before the shell is inflated with gas so that the environment temperature in the shell can reach the gas and oxygen reaction temperature. The second heat isolation layer is arranged on the catalysis carrier. By adoption of the above technical scheme, gas can replace an electric heater to generate the infrared rays so to supplement heat to a heat supply system, cost is low,and the energy utilization rate is high.
