Provided are: a fluid damper device with which decreases or variations in the load generated when a rotor is rotated can be suppressed; and an apparatus with a damper. Specifically, in this fluid damper device, a bearing 19 is constituted by an axial part 490, which protrudes from a rotating shaft 40 of a rotor 30 toward a bottom wall 21 of a case 20, and a shaft hole 210, which comprises a recessinto which the axial part 490 fits at the bottom wall 21 of the case 20, and due to this bearing 19, the rotating shaft 40 is rotatably supported by the bottom wall 21 of the case 20. A first rib 47,which protrudes from a first end surface 411 of the rotating shaft 40, said surface facing the bottom wall 21 around the bearing 19, toward a second end surface 211 of the bottom wall 21, said surface facing the first end surface 411 around the bearing 19, and extends in a peripheral direction around the bearing 19, is provided between the first end surface 411 and the second end surface 211.
