(EN) The purpose of the present invention is to provide a heater that has superior heat uniformity even in a heater that is narrow in a sweep direction, a fixing device, an image-forming device, a heatingdevice, and a method for manufacturing a heater. The present invention is provided with a base (11) and, on the base, a plurality of resistive heating wires that are each supplied with power, the resistive heating wires are each formed by joining, in a zigzag manner, at least three rows of lateral wiring sections (X) arranged in a sweep direction (D1) in the order of a first row, a second row, anda third row and longitudinal wiring sections (Y) connecting between the lateral wiring sections, and at least one resistive heating wire of the resistive heating wires has either a pattern (P1), in which the second row lateral wiring section (X2) is shorter than the first row lateral wiring section (X1) and the third row lateral wiring section (X3), or a pattern (P2), in which the second row lateral wiring section (X2) is longer than the first row lateral wiring section (X1) and the third row lateral wiring section (X3).
