This method for manufacturing an electrolytic capacitor is characterized in that the electrolytic capacitor comprises an anode body having a dielectric medium layer and a solid electrolytic layer forming on the surface of the dielectric medium layer. The method comprises: a first step for manufacturing a first treatment liquid by causing an electroconductive polymer to be dissolved or dispersed in a liquid first component and left to stand for a first period; a second step in which the first treatment liquid and a second component are mixed and a second treatment liquid is prepared; and a third step in which the second treatment liquid is applied to the surface of the dielectric layer and a solid electrolyte layer is formed on the surface of the dielectric layer, the second component being one or more components that are different from the electroconductive polymer and from the first component, and the first period being longer than a second period from the start of the second step to the start of the third step.
