Embodiments of the present application provide a method and apparatus for sending control information. The method comprises: a network device generates first control information for a first TB, wherein the first TB comprises n code blocks (CBs), 1≤n≤N, N is the number of CB groups included at most in the first TB, and N≥1; each CB group comprises at least one CB, the first control information comprises N control information fields, the N control information fields have one-to-one correspondence to the N CB groups included at most in the first TB, a control information field i in the N control information fields is used for indicating whether the CB group corresponding to the control information field i is sent or received, and i ∈[1, N]; and the network device sends the first control information to a terminal device. The embodiments of the present application can make the number of bits included in downlink control information fixed, thereby decreasing the complexity of blind detection of a terminal device, reducing the processing burden of the terminal device, and improving user experience.
